All the work on the gradual creation of AIS "Register", the relationship between subsystems and task complexes, the form of presentation and the stage of processing of input information, the form and volume of output information largely depend on the technique (SVT) that the USSR Register was able to receive and will receive in the next year or two.

Currently, the Main Directorate of the USSR Register has two mini-computers of the CM 1420 type. But their characteristics make it extremely difficult to create large information databases and actually do not allow the further development of AIS "Register" in the required volume. Therefore, in the future it is planned (if the Ministry of Defense finally responds positively to our requests) to use more powerful and efficient imported equipment for the main basic information tasks of the region—wide significance - computers of the AH type (compatible with CM 1420 machines).

All further development of AIS "Register" depends on the urgent delivery of the required SVT. We believe that the Ministry of the Navy should provide the USSR Register with the necessary foreign exchange funds (taking into account our annual contribution to the MMF budget) for the purchase of modern computer equipment.

Over the past 20 years, major maritime countries have carried out extensive work on the revival of sailing transport vessels. This is primarily due to the desire to reduce to some extent the monstrous poisoning of the environment by traditional marine power plants and save fuel resources. Scientists of the Nikolaev Shipbuilding Institute came to the conclusion that at the first stage it is most expedient to use a sail on small transport vessels as an addition to existing diesel engines. At the same time, fuel economy reaches 20%. It is very important how to make a sail. LISED has a relatively large number of sailing engines. Laboratory staff E. Znamensky, V. Mikityuk, V. Rigid sails made of fiberglass, thin sheets of aluminum or other light alloys are most suitable for widespread adoption. They resemble an airplane wing, they are not difficult to manufacture, and their control can be automated. A major disadvantage of such sails is the inability to remove them when the wind increases.

Currently, the sail design used by the Japanese on bulk carriers and tankers is considered the most successful. Such sails are three rigid planes that are connected vertically together. In case of increased wind, they fold up like a book, forming a complex geometric structure of a triangular section. But this design leaves a very large percentage of sailage, even when removed — up to 40-50%. It is easy to imagine how dangerous it is with strong winds in the port, when loading a ship.

The LISED took a different path: they made rigid sails split not vertically, like the Japanese, but horizontally. They are completely retracted, leaving virtually no residual windage.

The scientists are greatly assisted by specialists from the Caspian Central Research Laboratory. They developed working drawings for retrofitting the ship "Saatli" with auxiliary sails.

Saatli is a dry cargo ship with a displacement of 5 thousand tons of the river—sea type. It works mainly in the Caspian Sea, enters river ports, transports ore or other bulk cargoes. In addition to diesel engines, two masts with rigid sails of the LISED design will be installed on the ship, to which the Caspian designers have made some of their own solutions.
